Reminders of Closing Dates for US Federal Comments

As a reminder, we're including below the deadlines for submitting comments to some of the recent US Federal rulemaking actions.

  • Tires - The National Highway Safety Administration (NHTSA) issued an Advanced Notice of Proposed Rulemaking (ANPRM) (F.R. Vol. 84 No. 244; Docket No. NHTSA -2019-0011; December 19, 2019) focused on tire-related comments received from Request for Comments issued on October 2, 2017. NHTSA seeks comment on matters related to the existing strength test, the bead unseating resistance test, tire endurance test and on the current use and relevance of some tire marking regulations and other matters related to new tire technologies. Affected standards are FMVSSs No. 109, 119, 139 and 49 CFR 575.104. Comments must be submitted by February 18, 2020.
  • Dummies - NHTSA issued a Notice of Proposed Rulemaking (NPRM) (F.R. Vol. 84 No. 247; Docket NHTSA-2019-0023; December 26, 2019) responding to a petition from the Alliance of Automobile Manufacturers regarding the Hybrid III 5th Percentile Female Test Dummy (Part 572 Anthropomorphic Test Devices). Comments must be submitted by February 24, 2020. Proposed effective date is 45 days following date of publication of a Final Rule.
  • Cleaner Trucks Initiative - EPA issued an ANPRM (F.R. Vol. 85 No.13; EPA-HQ-OAR-2019-0055; January 21, 2020) requesting pre-proposal comments on a rulemaking effort known as the Cleaner Trucks Initiative (CTI). The ANPRM describes EPA's plans for a new rulemaking (Parts 86 and 1036) that would establish new emission standards for oxides of nitrogen (NOX) and other pollutants for highway heavy-duty engines. It also describes opportunities to streamline and improve certification procedures to reduce costs for engine manufacturers. Comments must be submitted by February 20, 2020.
