European Commission Decision 2004/90/EC has been issued in accordance with Directive 2003/102/EC. This sets out basic requirements, in the form of tests and limit values, relating to the protection of pedestrians and other vulnerable road users before and in the event of a collision with the front of a motor vehicle. Decision 2004/90/EC specifies the detailed technical prescriptions that are required to carry out the tests laid down in Section 3.1 and 3.2 of Annex I to Directive 2003/102/EC.

These tests include – Lower Legform to Bumper Tests – Upper Legform to Bumper Tests – Upper Legform to Bonnet Leading Edge Tests – Child/Small Adult Headform to Bonnet Top Tests – Adult Headform to Windscreen Tests – Child and Adult Headform to Bonnet Top Tests. Each test specifies the test method and the number of times the tests have to be performed, as well as the apparatus and procedures required.
