The 04 series of amendments to UN ECE Regulation No. 10 on electromagnetic compatibility, which were published in March 2012, introduced new requirements for vehicles that are capable of being recharged via an electrical connection to the mains electricity supply, i.e. battery electric vehicles and plug-in hybrid electric vehicles.
When vehicles with an external electrical recharging capability are being recharged from a mains electrical supply, electrical energy and electrical communication signals are flowing between the vehicle and the charging equipment supplying it. During this process it must be ensured that the vehicle and the mains electrical supply do not have adverse effects on one another and that no electromagnetic compatibility issues are caused, e.g. unintended motion of the vehicle. Therefore, to cover this situation, the 04 series of amendments to ECE Regulation No. 10 introduced a number of new test procedures to assess the vehicle when being recharged. However, all of these test procedures involved testing a complete vehicle.
To allow for the testing and type approval of onboard charging equipment as separate components, it was necessary to develop equivalent component test procedures. These new component test procedures were duly developed, taking into account the latest standards available from the International Special Committee of Radio Interference (CISPR), the International Electrotechnical Committee (IEC) and the International Organisation for Standards (ISO), with these standards being directly referenced where necessary.
The finalised component test procedures have now been added into ECE Regulation No. 10 by the 05 series of amendments which were officially published on 16th October 2014. The newly introduced component tests include:
- Testing for the emission of harmonics generated on a.c. power lines.
- Testing for the emission of voltage changes, voltage fluctuations and flicker on a.c. power lines.
- Testing for the emission of radio frequency conducted disturbances on a.c. or d.c. power lines.
- Testing for the emission of radio frequency conducted disturbances on network and telecommunications access.
- Testing for immunity to electrical fast transient / burst disturbances conducted along a.c. and d.c. power lines.
- Testing for immunity to surges conducted along a.c. and d.c. power lines.
In addition, the 05 series of amendments to ECE Regulation No. 10 update the complete vehicle recharging test procedures to reflect technical progress and experience gained since the tests were first introduced.
Compliance with the requirements of ECE 10.05 becomes mandatory for new types of vehicle and for new types of component from 9th October 2017.
