Taiwan Delays the Introduction Dates for Certain New Safety Requirements

In January 2020, the Taiwanese Ministry of Transportation and Communications (MOTC) issued an updated version of their Motor Vehicle Safety Testing Regulations. Included within these updated Regulations were a number of amendments which delay the dates from which compliance with the latest requirements become mandatory. In all cases, the date from which compliance with the latest requirements becomes mandatory for new types of vehicle is unchanged. It is only the date from which compliance becomes mandatory for all new vehicles that is delayed.

In Section 3 on the installation of lighting and light signalling devices, the date from which the fitment of daytime running lamps becomes mandatory for all new vehicles is delayed from January 1, 2020 for M1 and N1 category vehicles and January 1, 2021 for M2, M3, N2 and N3 category vehicles untilJanuary 1, 2026 for all vehicle categories.

In Section 43 on anti-lock braking systems (ABS), the date from which the fitment of an ABS system becomes mandatory for all new M1 and N1 category vehicles is delayed from January 1, 2020 untilJanuary 1, 2022.

In Section 72 on advanced emergency braking systems (AEBS), the date from which the fitment of AEBS becomes mandatory for all new vehicles of categories M2 Class I, M3 Class I and N3 is delayed from January 1, 2021 untilJanuary 1, 2022.

In Section 75 on hand controls, tell-tales and indicators, the date from which compliance with this Section becomes mandatory for all new vehicles is delayed from January 1, 2020 for M1 and N1 category vehicles and January 1, 2021 for M2, M3, N2 and N3 category vehicles until January 1, 2026 for all vehicle categories.

In Section 76 on speed limitation devices, the date from which the fitment of a speed limiter becomes mandatory for all new M2, M3, N2 and N3 category vehicles is delayed from January 1, 2021 untilJanuary 1, 2022.

In Section 77 on external projections, the date from which compliance with this Section becomes mandatory for all new M1 category vehicles is delayed from January 1, 2020 until January 1, 2026.

In Section 78 on external projections of commercial vehicles, the date from which compliance with this Section becomes mandatory for all new N category vehicles is delayed from January 1, 2021 until January 1, 2026.

In Section 84 on brake assist systems (BAS), the date from which the fitment of a BAS becomes mandatory for all new M1 and N1 category vehicles is delayed fromJanuary 1, 2020 until January 1, 2022.

In Section 85 on electronic stability control (ESC) systems, the date from which the fitment of an ESC system becomes mandatory for all new M1 and N1 category vehicles is delayed from January 1, 2020 until January 1, 2022.
