New regulations are added to CCR 13 to establish engine manufacturer diagnostic systems for heavy-duty engines. The regulations require the monitoring of the fuel system, exhaust gas recirculation, particulate matter trap and emission-related electronic components. The system must also provide driver-warning devices for any malfunction together with service diagnostic information. The adoption of on-board diagnostic system requirements is to be phased in from 2007.

Also added to CCR 13 are new regulations to control toxic emissions from Transport Refrigeration Units (TRUs) using diesel engines, and to set diesel particulate standards for various types of TRU. The standards apply to all transport using refrigerated trucks, trailers, shipping containers and railcars in the state of California regardless of whether the carrier is based in California. These changes are being phased-in from 2008.
