European Commission Requests Comments on a Proposed EU Regulation Covering Event Data Recorders for Heavy Duty Motor Vehicles
On May 21, 2024, the European Commission published a draft Regulation specifying the technical requirements and test procedures for Event Data Recorders (EDR's) fitted to heavy duty motor vehicles for public comment. The mandatory fitment of Event Data Recorders (EDR's) to heavy duty motor vehicles is one of the new safety features required by (EU) 2019/2144 (more commonly referred to as General Safety Regulation 2 or GSR 2). As specified in (EU) 2019/2144, from January 7, 2026, the fitment of an EDR becomes mandatory for all new types of M2, M3, N2 and N3 category vehicle (i.e. buses, coaches, heavy trucks and tractor units) and, from January 7, 2029, the fitment of an EDR will become mandatory for all new vehicles falling into those categories.

Draft EU Regulations on the Carbon Footprint of Electric Vehicle Batteries Published
Regulation (EU) 2023/1542 on batteries and waste batteries, which was published in July 2023, introduced a requirement for battery manufacturers to declare the carbon footprint of certain categories of battery that they produce, and electric vehicle batteries are one of those categories. To allow for the implementation of this requirement, on April 30, 2024, the European Commission published two draft Regulations relating to the carbon footprint of electric vehicle batteries.

At the 192nd session of the United Nations Economic Commission for Europe (UN ECE) World Forum for the Harmonisation of Vehicle Regulations (WP.29), a new UN ECE Regulation on Driver Control Assistance Systems (DCAS) was adopted.

EU eCall Regulations Updated to Require 4G/5G Compliant Systems
On April 19, 2024, an updated EU Regulation on eCall was published. This new EU Regulation, (EU) 2024/1180, amends the existing EU Regulation on eCall, (EU) 2015/758, to require the fitment of 4G/5G compatible eCall systems.

NHTSA Propose to Regulate Hydrogen Powered Vehicles
In the April 17, 2024 Federal Register (Volume 89, number 75) the National Highway Traffic Safety Administration (NHTSA) issued a Notice of Proposed Rulemaking (NPRM) [Docket No. NHTSA-2023-0006]. The proposal is for two new Federal Motor Vehicle Safety Standards (FMVSSs) which specify performance requirements for motor vehicles that use hydrogen as a fuel source.

The FMCSA Request Information on Human-Automated Driving System (ADS) Team Driving Applications
In the March 8, 2024 Federal Register, the FMCSA indicated its intention to submit to the Office of Management and Budget (OMB) for review and approval, a request to collect information regarding safety impacts of a driving simulator study, with a series of questionnaires that will quantify the safety implications of team driving applications between humans and ADS-equipped commercial motor vehicles (CMVs).
