Updates to the EU General Safety Regulation Proposed

Within the European Union (EU) type approval framework, the safety requirements and general construction characteristics that vehicles, systems, components and separate technical units must comply with are specified by EU Regulation 2019/2144 on “the type approval requirements of motor vehicles and their trailers, and systems, components and separate technical units intended for such vehicles, as regards their general safety and the protection of vehicle occupants and vulnerable road users”, more commonly referred to as General Safety Regulation 2 or GSR 2. This EU Regulation specifies the EU Regulations and United Nations Economic Commission for Europe (UN ECE) Regulations that must be complied with to obtain EU type approval.

Because the EU and UN ECE Regulations which are specified within EU Regulation No. 2019/2144 are constantly evolving, the European Commission need to regularly update (EU) 2019/2144 to ensure that it references the latest amendment levels of the relevant EU and UN ECE Regulations.However, the UN ECE Regulations and amendment levels specified in (EU) 2019/2144 have not been updated since 2022. Therefore, on December 11, 2024, the European Commission published a draft EU Delegated Regulation specifying updates to the UN ECE Regulations and amendment levels contained within (EU) 2019/2144. The updates contained within this draft EU Delegated Regulation, which has the reference Ares(2024)8822233, can be summarised as follows:

  • The amendment level for UN ECE Regulation No. 25 on head restraints is updated to Supplement 1 to the 04 Series of Amendments.
  • The amendment level for UN ECE Regulation No. 79 on steering equipment is updated to the 04 Series of Amendments.
  • The amendment level for UN ECE Regulation No. 100 on safety requirements for vehicles with an electric powertrain is updated to the 03 Series of Amendments.
  • The amendment level for UN ECE Regulation No. 117 on the rolling sound emissions, wet grip and rolling resistance of tyres is updated to the 04 Series of Amendments.
  • The amendment level for UN ECE Regulation No. 127 on pedestrian protection is updated to the 03 Series of Amendments.
  • The amendment level for UN ECE Regulation No. 152 on advanced emergency braking systems (AEBS) for M1 and N1 category vehicles is updated to the 02 Series of Amendments.
  • A reference to new UN ECE Regulation No. 167 on the direct vision from heavy duty vehicles is added.
  • A reference to new UN ECE Regulation No. 169 on event data recorders (EDR) for heavy duty vehicles is added.
  • A reference new UN ECE Regulation No. 171 on driver control assistance systems (DCAS) is added.
