Within the European Union (EU) type approval framework, the safety requirements and general construction characteristics that vehicles, systems, components and separate technical units must comply with are specified by EU Regulation 2019/2144 on ‘the type approval requirements of motor vehicles and their trailers, and systems, components and separate technical units intended for such vehicles, as regards their general safety and the protection of vehicle occupants and vulnerable road users’, more commonly referred to as General Safety Regulation 2 or GSR 2. This EU Regulation specifies the EU Regulations and United Nations Economic Commission for Europe (UN ECE) Regulations that must be complied with to obtain EU type approval.

Because the EU and UN ECE Regulations which are specified within EU Regulation No. 2019/2144 are constantly evolving, the European Commission need to regularly update (EU) 2019/2144 to ensure that it references the latest amendment levels of the relevant EU and UN ECE Regulations. As the last update to the UN ECE Regulations and amendment levels specified in (EU) 2019/2144 was published in August 2025, the European Commission are now proposing a further update, and a draft Delegated Regulation specifying amendments to (EU) 2019/2144 was published on the European Commission’s 'Better Regulation' web site for public comment on October 9, 2026.

Within this draft EU Delegated Regulation, which has the reference Ares(2026)9546590, the specified amendment level for the following UN ECE Regulations has been updated:

  • UN ECE Regulation No. 95 on the protection of occupants in the event of a lateral collision – updated to the 06 Series of Amendments.
  • UN ECE Regulation No. 100 on electric vehicle safety – updated to the 05 Series of Amendments.
  • UN ECE Regulation No. 107 on general construction requirements for M2 and M3 category vehicles – updated to the 11 Series of Amendments.
  • UN ECE Regulation No. 108 on retreaded tyres for passenger cars and their trailers – updated to the 01 Series of Amendments.
  • UN ECE Regulation No. 109 on retreaded tyres for commercial vehicles and their trailers – updated to the 01 Series of Amendments.
  • UN ECE Regulation No. 118 on the fire resistance of interior materials in buses and coaches – updated to the 04 Series of Amendments.
  • UN ECE Regulation No. 125 on forward field of vision – updated to the 03 Series of Amendments.
  • UN ECE Regulation No. 129 on enhanced child restraint systems – updated to the 04 Series of Amendments.
  • UN ECE Regulation No. 131 on Advanced Emergency Braking Systems (AEBS) for heavy duty vehicles – updated to the 02 Series of Amendments.
  • UN ECE Regulation No. 145 on child restraint anchorages – updated to the 01 Series of Amendments.
  • UN ECE Regulation No. 167 on direct vision from heavy duty vehicles – updated to the 01 Series of Amendments.
  • UN ECE Regulation No. 171 on Driver Control Assistance Systems (DCAS) – updated to the 01 Series of Amendments.

The draft EU Delegated Regulation also proposes adding references to the following new UN ECE Regulations:

  • UN ECE Regulation No. 164 on studded tyres.
  • UN ECE Regulation No. 170 on child restraint systems in buses and coaches.
  • UN ECE Regulation No. 172 on snow performance for retreaded tyres and/or classification as traction tyre.
  • UN ECE Regulation No. 173 on installation of safety-belts, restraint systems and child restraint systems.
  • UN ECE Regulation No. 174 on safety belt reminders.
  • UN ECE Regulation No. 178 on Emergency Lane Keeping Systems (ELKS).
  • UN ECE Regulation No. 182 on Driver Drowsiness and Attention Warning (DDAW) systems.
  • UN ECE Regulation No. 183 on Advanced Driver Distraction Warning (ADDW) systems.
  • UN ECE Regulation No. 185 on Automated Driving Systems (ADS).

For most of the updates to the UN ECE Regulation amendment levels, compliance with the updated requirements will be implemented in accordance with the transitional provisions specified within the relevant UN ECE Regulation. However, in the case of UN ECE Regulation No’s 13, 13H, 17, 55, 80, 107, 118 and 125, the draft Delegated Regulation proposes that UN ECE type approvals to the previous amendment level of those UN ECE Regulations, which were issued before January 1, 2027, would continue to be accepted for the purposes of vehicle registration and entry into service until September 1, 2027.
