Within the European Union (EU), the mandatory requirements that a vehicle type must comply with to obtain EU Whole Vehicle Type Approval (EU WVTA) are specified within EU Regulation (EU) 2018/858 on ‘the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles’. Since its original publication in 2018, this Regulation has been amended on numerous occasions to update these mandatory requirements to reflect the latest technical and regulatory developments within the European Union and within the United Nations Economic Commission for Europe (UN ECE).
On November 19, 2025, a draft EU Regulation was published for public comment by the European Commission, which proposes further amendments to the mandatory requirements specified in (EU) 2018/858 to reflect the latest regulatory developments within both the EU and UN ECE.
The amendments and updates proposed by this draft Regulation, which has the reference Ares(2025)10029869, can be summarised as follows:
- A proposal to mandate compliance with UN ECE Regulation No. 171 on Driver Control Assistance Systems (DCAS) for vehicles equipped with such systems.
- A proposal to mandate compliance with the requirements on Automated Valet Parking (AVP) systems specified in Annex V to EU Regulation (EU) 2022/1426 for vehicles fitted with such systems, thereby allowing vehicles fitted with AVP systems to obtain EU WVTA.
- A proposal to introduce the recently published EU Regulations implementing the Euro 7 emissions requirements for light duty vehicles, i.e. (EU) 2025/1706 and (EU) 2025/1707, into (EU) 2018/858, thereby allowing Euro 7 compliant vehicles to obtain EU WVTA in advance of mandatory compliance.
- A proposal to update the list of UN ECE Regulations that are recognised as being equivalent to the specified EU Regulations to include the following:
- UN ECE Regulation No. 49.07, becoming recognised as equivalent to (EC) 595/2009 on heavy duty vehicle emissions.
- UN ECE Regulation No’s 24.03, 83.08, 85.00, 154.02 / 154.03 and 168.00, becoming recognised as equivalent to (EC) 715/2007 on light duty vehicle emissions.
- A proposal to delay the dates from which compliance with (EU) 2023/2590 on Advanced Driver Distraction Warning Systems (ADDWS) becomes mandatory for Special Purpose Vehicles (SPV’s) and vehicles manufactured in small series by two years. For such vehicles, it is proposed that compliance with (EU) 2023/2590 would become mandatory from July 7, 2026 for new types of vehicles and from July 7, 2028 for all new registrations.
- A proposal to delay to date from which compliance with the 03 Series of Amendments to UN ECE Regulation No. 100 on electrical safety becomes mandatory for all new registrations of vehicles manufactured in small series from September 1, 2025 to July 7, 2026.
- A proposed relaxation to the application of the requirements of UN ECE Regulation No. 100 on electrical safety to Wheelchair Accessible Vehicles (WAV’s). Under this proposal, it would not be necessary to repeat testing in accordance with paragraphs 6.4 and 6.5 of UN ECE Regulation No. 100 if the conversion involves modifications to the vehicle structure, but not to the rechargeable energy storage system (REESS).
Once finally agreed and adopted, it is proposed that these amended requirements would enter into force 20 days after publication of the final EU Regulation in the Official Journal of the European Union.
