On May 5, 2025, the European Commission published a draft Regulation proposing amendments to EU Regulation (EU) 44/2014 on vehicle constructional and general requirements for the approval of two or three wheeled vehicles and quadricycles for public comment. The proposed amendments introduced by this draft Regulation would mandate compliance with United Nations Economic Commission for Europe (UN ECE) Regulation No. 155 on cybersecurity and cybersecurity management systems for all L category vehicles, other than L1e category vehicles which are designed to be pedalled. Within the draft Regulation, it is proposed that compliance with UN ECE Regulation No. 155 would become mandatory for all new types of L category vehicle from December 11, 2027 and for all existing types of L category vehicle from June 11, 2029.

The closing date for interesting parties to submit comments to the European Commission on this draft Regulation, via the European Commission's ‘Better Regulation’ web site, is June 2, 2025.
