The European Commission recently published two Delegated Regulations specifying amendments to Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles.
The first of these new Delegated Regulations, (EU) 2026/1188, updates the list of requirements for EU Whole Vehicle Type Approval (EU WVTA) to require compliance with some new and updated UN ECE Regulations and with the latest EU Implementing Regulations on Euro 7 emissions. This Regulation also amends (EU) 2018/858 to allow for the unlimited series EU WVTA of vehicles equipped with automated valet parking (AVP) systems.
The second new Delegated Regulation, (EU) 2026/699, introduces revised requirements on the standardised access to onboard diagnostic (OBD) information and repair and maintenance information to address concerns related to cybersecurity. These revised requirements are intended to ensure that independent operators are provided with access to the necessary repair and maintenance information whilst putting additional security measures in place to ensure that vehicle manufacturers can comply with the cybersecurity requirements applicable to them.
Both of these EU Regulations entered into force 20 days after their publication in the Official Journal of the European Union, i.e. June 23, and 24 respectively. However, within each Regulation, detailed implementation dates and compliance schedules are specified for some of the new or revised requirements being introduced.
