On March 22, 2022, the European Commission published a draft Regulation containing proposed amendments to EU Regulation No. 2018/858 for public comment. The proposed changes included in this draft Regulation, referred to as Ares (2022) 2077610, include:
- An update to the requirements applicable to vehicles produced in unlimited series to include the new and revised requirements introduced by (EU) 2019/2144.
- An update to the requirements applicable to vehicles produced in small series to include the new and revised requirements introduced by (EU) 2019/2144, along with relaxations and exemptions from these requirements, where applicable.
- The introduction of new requirements permitting the small series type approval of fully automated vehicles.
- An update to the requirements applicable to Special Purpose Vehicles (e.g. motor caravans, ambulances, etc.) to include the new and revised requirements introduced by (EU) 2019/2144, along with relaxations and exemptions from these requirements, where applicable.
- The introduction of a new requirement mandating compliance with UN ECE Regulation No. 156.00 on software updates.
The closing date for interested parties to submit comments to the European Commission on this draft Regulation, via the European Commission's "Better Regulation" web site, is April 19, 2022.
