Euro 6e Light Duty Vehicle Emissions Regulation Published

EU Regulation No. (EU) 2023/443, which specifies amendments to EU Regulation No. (EU) 2017/1151 on the emissions from passenger cars and light commercial vehicles, was published in the Official Journal of the European Union on March 2, 2023. (EU) 2017/1151 specifies the detailed technical requirements and test procedures for the emissions type approval of light duty vehicles, and (EU) 2023/443 specifies the updates to this Regulation that are necessary to introduce the "Euro 6e" emissions requirements.

Many of the changes introduced as part of the "Euro 6e" package are refinements and improvements to the emissions test procedures that were identified during the development of equivalent United Nations Economic Commission for Europe (UN ECE) Regulations on the emissions from light duty vehicles. However, (EU) 2023/443 also introduces some new requirements on Auxiliary Emissions Strategies (AES) and revises the "utility factors" used to determine the CO2 emissions performance of plug-in hybrid electric vehicles (PHEV's).

Compliance with these new requirements is mandated in three distinct phases; "Euro 6e", "Euro 6e-bis" and "Euro 6e-bis-FCM". Compliance with the "Euro 6e" phase becomes mandatory for new types of vehicle from September 1, 2023 and for all new vehicles from September 1, 2024. Compliance with the "Euro 6e-bis" phase becomes mandatory for new types of vehicle from January 1, 2025 and for all new vehicles from 1st January 2026. Compliance with the "Euro 6e-bis-FCM" phase becomes mandatory for new types of vehicle from January 1, 2027 and for all new vehicles from January 1, 2028.
