Request for Comments on Proposed EU Regulation on In-service Verification of CO2 Emissions

On 17 November, 2023, the European Commission published a draft Supplementing Regulation on the in-service verification of the CO2 emissions performance of heavy duty vehicles for public comment.

This draft Regulation sets out the guiding principles and criteria for defining the procedures for the verification of the CO2 emissions and fuel consumption values of heavy duty vehicles in service.

The draft Regulation relates to Regulation (EU) 2019/1242 which sets CO2 emission performance targets for new heavy duty vehicles. Article 13 of (EU) 2019/1242 specifies that Type Approval Authorities must carry out testing on representative in-service vehicles to verify that the CO2 emissions and fuel consumption performance of those in-service vehicles conform to the values recorded on their customer information file. Additionally, the Type Approval Authorities are required to check these in-service vehicles for the presence of any strategies that artificially improve the vehicle's performance during type approval testing.

The draft Regulation provides guidance to Type Approval Authorities on the criteria to be applied in the selection of in-service test vehicles and on the procedures to be followed when verifying the CO2 emissions and fuel consumption performance of in-service vehicles.

The closing date for interested parties to submit comments to the European Commission on this draft Regulation, via the European Commission's "Better Regulation" web site, is December 15, 2023.
