On September 12, 2023 the EPA issued a Notice of Availability in the Federal Register (F.R. Vol. 88 No. 175 [FRL-11012-01-OAR]) of MOVES4, the latest version of EPA's state-of-the science modelling tool for estimating emissions from cars, trucks, buses, and motorcycles based on the latest data and regulations. EPA's announcement of the MOVES4 emissions model availability for State Implementation Plans (SIPs) and transportation conformity analyses in states other than California, is effective September 12, 2023.

The EPA published in the July 31, 2023 Federal Register (Vol. 88 No. 145); (EPA-HQ-OAR-2016-0027; FRL-11136-01-OAR) that it is planning to submit to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act, an Information Collection Request (ICR) for an On-Highway Motorcycle Certification and Compliance Program.
On July 18, 2023, the European Commission published two new draft Regulations, one Supplementing Regulation and one Implementing Regulation, for public comment. These two draft Regulations set out guiding principles and criteria for defining the procedures for the verification of the CO2 emissions and fuel consumption values of in-service passenger cars and light commercial vehicles.

When the United Kingdom departed from the European Union (EU) on December 31, 2020, all of the EU Regulations on automotive type approval were transposed into UK law. However, it was recognised that some significant amendments to these "transposed" Regulations would be required before they could be implemented in the UK to form a GB specific type approval scheme. In the CANADA GAZETTE Vol. 155 No. 17 Part I, Canada is proposing: CMVSS 141 Minimum Sound Requirements for Hybrid and Electric Vehicles (HEVs). HEVs are significantly quieter than their internal combustion engine (ICE) counterparts when driven at low speeds. This heightens the risk to the blind and partially sighted who rely on audible signals when navigating in the vicinity of traffic.

On May 26, 2020, the new Implementing Regulation specifying the administrative requirements to allow for the implementation of EU Regulation 2018/858 on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles was published in the Official Journal of the European Union.
Due to the Coronavirus outbreak, the pace at which new and updated Regulations are being published by regulatory organisations around the world has slowed considerably.
