NHTSA Propose to Regulate Hydrogen Powered Vehicles

In the April 17, 2024 Federal Register (Volume 89, number 75) the National Highway Traffic Safety Administration (NHTSA) issued a Notice of Proposed Rulemaking (NPRM) [Docket No. NHTSA-2023-0006]. The proposal is for two new Federal Motor Vehicle Safety Standards (FMVSSs) which specify performance requirements for motor vehicles that use hydrogen as a fuel source. The first new standard is FMVSS 307 - Fuel System Integrity of Hydrogen Vehicles, which would specify requirements for the integrity of the fuel system in hydrogen vehicles during normal vehicle operations and after crashes. The second new standard is FMVSS 308 - Compressed Hydrogen Storage System Integrity, would specify requirements for the compressed hydrogen storage system to ensure the safe storage of hydrogen onboard vehicles. These new FMVSS are based on Global Technical Regulation (GTR 13).

Comments on this NPRM must be received by June 17, 2024.The proposed effective date is 180 days after the Final Rule (FR) is published in the Federal Register. Compliance is proposed for the September 1st, two years after the FR is published.
